Research On Ruzhou Food Safety Supervision

Food safety is related to the health and safety of people, a matter of social harmony and stability. In recent years, despite the government food safety has taken a wide range of stringent regulatory measures, but failed to eliminate the threat of unsafe food on the safety of the people from the fundamental food safety incidents occur one after another. Government alone administrative supervision mode and can not form an effective regulation, food safety regulation requires not only rely on law enforcement and regulatory authorities, but also need to participate in social regulatory power, forming the pattern of rule by food regulation. "Thirteen Five" period, China will increase food security strategy for the country, will fully and effectively address food safety issues. The introduction of new food safety law to establish the implementation of prevention-oriented, risk management and overall control, social cohabitation food safety supervision and management provides a legal guarantee. In the current context of the implementation of the new food safety law and institutional reform, food safety supervision departments on how to form a joint force, open up the situation, it will directly affect the effectiveness of China's food safety regulatory reform. This requires in-depth study of the regulatory laws, policies and regulations to improve regulatory standards and strengthen cooperation with relevant departments to implement the local government responsibility, and continue to enhance the regulatory effect.Local governments at all levels as the executor of China's food safety supervision, is able to effectively fulfill its mandate to establish an efficient, well-coordinated regulatory mechanism, actively implement the national food safety regulations to solve the problem of food security plays a key role. Facing the new situation and tasks, how to do effective food safety has become a priority in the face of local authorities and regulators an important and urgent task.In this paper, based on the theory of government regulation, through field surveys for analysis of food safety supervision in Henan Province Ruzhou, Ruzhou food safety supervision to identify problems such as low operational efficiency of food safety regulators, asymmetric information leading to consumers are misled by the lack of effective social force participation. Combined survey to find out the underlying causes of problems in Ruzhou food safety supervision, and drawing on the experience of food safety regulation based on the developed countries to explore solutions to put forward the problems of our current food safety regulatory process, hoping to China build a sound food safety supervision to help.
