| Since the reform and opening up, and with the continuous development of China's economy, the increasing investment in the railway, highway and water conservancy infrastructure, the continuous popularity of real estate, the China's construction industry developes rapidly. The gross output value of construction industry is 35.25 trillion yuan, accounting for 5.5 percent of the gross domestic product, and obviously the construction industry is playing an important role in China's economic. The construction industry has become a mainstay industry of China's economy, leading to the development of a number of related industries, such as metallurgy, iron and steel, machinery, cement, chemical building materials, at the same time also contributing to the indoor and outdoor decoration, glass products industry development. The scale and development of the construction industry in Sichuan has been ranked top among other countries. In 2014, the output value of Sichuan Province is 8066.7 billion yuan, which is accounting for 28.7 percent of the total value of the western region and equivalent to the total output value of Tibet, Shaanxi, Gansu, Qinghai, Ningxia, and Xinjiang. Sichuan construction industry is developing fast and well in the west region. But according to the existing literature research, the technical efficiency of the construction industry in Sichuan is lower than the national average level, and fall behind the eastern cities. Then, is the construction industry in Sichuan province really inefficient? How to study the construction industry in Sichuan province in a more technically efficient way? What are the reasons for the low technical inefficiency of construction industry in Sichuan? What are the factors that affect the development of the construction industry in Sichuan? How to improve the efficiency of the construction industry in Sichuan in the future?This paper based on the measure of the efficiency of Sichuan construction industry, combined with construction industry related data on the efficiency of Sichuan construction industry, this paper discussed using transverse analysis(comparative analysis with other provinces and cities) and longitudinal analysis(cities and prefectures in Sichuan Province comparative analysis), and discussed from the current situation and influencing factors of the efficiency of the construction industry, and then established the model, which quantified the factors that affect efficiency, through data processing analysis conclusions, innovative research methods of the construction industry in Sichuan Province from the empirical. Also, the paper figured out the rank of the efficiency of Sichuan construction industry among other provinces and the rank of cities in Sichuan through the empirical analysis, and scientifically analysed the reasons and theory, leading to empirical results and put forward the relevant suggestions.The specific research contents of this paper are as follows:The first part is the introduction, mainly introduces the writing background, the question proposed, the purpose and meaning of the writing, analyzes the technical efficiency of domestic and foreign construction industry, and finally determines the research framework, research methods, and puts forward some possible innovations, and points out the existing problems.The second part is the introduction of the theoretical basis of the construction industry. First, the paper defines the construction industry and the technical efficiency, in order to make clear the specific object that are discussed, then introduces the methods of studying technical efficiency, and compares the advantages and disadvantages of the method principle of contrast parameter method and non parametric method using methodolgy, combined with our research in the construction industry which is analyzed, and selects the appropriate method.The third part is based on construction data combing, from the angle of the various provinces and autonomous regions, analyses the condition of China's architecture, and the rankings of construction industry of Sichuan Province among all the other provinces; then explores the construction industry of cities in Sichuan Province in the western area. Finally, analyses the basic situation of Sichuan Province from the inside of the building industry.From all these respects, we can have a comprehensive understanding of the overall situation of the construction industry in Sichuan.Part four is using DEA method selecting the construcion industry data of 31 provinces and that of 31 cities in 2014, selecting the practitioners in the construction industry, the total assets of inputs, the rate of technical equipment and construction enterprises as input factor, at the same time, selecting the total profits and taxes, the construction industry gross output value and labor productivity as output factor, to analyze the Sichuan construction industry technical efficiency from the horizontal and the vertical angles. Through the comparative analysis to study the operation of the construction industry in Sichuan province.The fifth part is using Tobit regression model to make regression analysis of the facts that impact the construction industry technical efficiency. This paper determines from the development of the construction industry, construction level of the market, the labor professional quality, the level of urbanization, the government technical support, the government's financial support to analyze the factors that impact on the construction industry technical efficiency and the figures out the factors that affect the construction industry technical efficiency.The sixth part is based on the data obtained from the previous results, and combined with the actual situation in Sichuan, making conclusions and suggestions on how to improve the technical efficiency of construction industry in Sichuan province.Because this paper makes the conclusion based on the empirical analysis, so the proposed policy suggestions are more practical significant to the construction industry of Sichuan Province, and will be more conducive to building industry in Sichuan Province to play the scale advantages and helps if step out of the predicament of low efficiency. Based on the actual data, this paper puts forward the results from rigorous theoretical empirical analysis, hoping to provide decision-making reference for the development of the construction industry in Sichuan province. |
