Scientific evaluation and analysis of technical efficiency of leading enterprises operating in the improvement of agricultural leading enterprises in sichuan province, the investors make the right choice, the operators identify the problem and reasons of insufficient enterprise efficiency, as well as the national investment in the agriculture leading enterprise support and formulate related favorable policies have certain guiding significance. The study through the CSMAR database and spot investigation, select key input and output indicators, making questionnaire, according to the agriculture commission list given by the leading enterprises in sichuan province, gathering the sample data of 32 agricultural leading enterprises in sichuan province. First using DEA method, the BCC model based on investment orientation static analysis the technical efficiency, Moreover, to study various TFP dynamic changes of key enterprises.Finally using Eviews7.0 statistical measurement tools to DEA-tobit model, this paper analyzes the factors which impact on the technical efficiency, find out the significant variables.Based on the above technical efficiency measurement and influencing factors analysis, getting the following conclusions:(1)technical efficiency of Sichuan province overall agriculture leading enterprise is not high, most companies do not meet the technology effectively, and even have gap significantly between technical efficiency level of some leading enterprises and frontier production.from pure technical efficiency and scale efficiency value and fairly low. agriculture leading enterprise technical efficiency is affected by both.(2)technical efficiency of different types of agriculture leading enterprise have significant difference, found the efficiency of agricultural services value above the level of the traditional agricultural efficiency. Agricultural planting, forestry comprehensive technical efficiency value is not high, the main reason comes from the pure technical efficiency value is low; Animal husbandry is the agricultural leading enterprises in the comprehensive efficiency of the lowest value, the main reason is influenced by the scale inefficiency. (3) Scale expansion is still in sichuan province agriculture leading enterprise technical efficiency the important bottleneck of ascension. Agricultural farming, forestry, agriculture, service industry is in a state of increasing scale, animal husbandry has obvious decline state. (4) Samples of agricultural leading enterprises in sichuan province during the evaluation of Malmquist productivity index is less than 1, the efficiency of inter-temporal downward trend on the whole, the main reason is small from TCH.(5) Sichuan province agriculture leading enterprise technical efficiency by three factors significantly influence.enterprise assets scale, government financial support agriculture investment, leading enterprises in their own research and development spending.Specific suggestions are put forward on the basis of the conclusion of this research:First,Sichuan province agriculture leading enterprise should attaches great importance to the pure technical efficiency and scale efficiency at the same time, namely in technology, management and allocation of resources to realize the effective use of inputs;Second, Agricultural planting, forestry enterprises need to focus on high-tech technology research and development, innovation and popularization, the rational allocation of resources, animal husbandry leading enterprises should pay attention to the optimal allocation of funds, talents, and the cost of production, development of appropriate scale operation mainly. Enterprises should strengthen and improve their business, can form the supply, the integration of road, perfecting the enterprise internal chain at the same time, enhance the enterprise internal strength;Third, Attaches great importance to the enterprise scale efficiency, adjust flexibility according to the actual production status of enterprise business scale of production and processing; Fourth,Sichuan province agriculture leading enterprise should carry out innovation drive enterprise, improve the efficiency of technology application.
