With the continuous development of society,people's lives are more and more inseparable from the electricity,the power industry as one of the basic industries,is closely related with the development of China's national economy.Since the reform of the electricity market in 2002,China's power industry has achieved remarkable results,and in 2014 China's power generation grew by 339%,power generation equipment installed capacity of more than the United States,is located in the world's first,wind?solar and other new energy sources is also increasing.Then,the study show that the overall efficiency of China's power industry is still low,and the gap between developed countries is still large.The national supply side reform started in 2015,a new round of power system reform is also in the orderly progress.However,in the past more than and 10 years,how did the reform of electricity effect,what factors has the technical efficiency of the electric power industry been affected,what should we pay attention to in the future reform?In this paper,we use the stochastic frontier analysis method to analyze the technical efficiency and its influencing factors of China's electric power industry by analyzing the panel data of 31 provinces in China from 2005 to 2014.Through the measurement of technical efficiency and its influence analysis,the paper examines the effect of China's power market reform and gives some policy recommendations.The first part is the introduction,explain the background,significance and methods of this research;The second part describes the relevant knowledge of technical efficiency theory and its measurement methods,then reviewed the relevant literature on the efficiency of technology;the third part analyzes the factors affecting the technical efficiency of the electric power industry of our country from the enterprise level and industry level;the fourth part is the empirical research;The fifth part puts forward relevant policy recommendations based on the empirical analysis then we summarized the shortcomings of this study and future research prospects.In this paper,the conclusion is drawn: the power efficiency of China's power industry is 0.67,the overall level is low.From the longitudinal comparison of time,we found the technical efficiency is not significantly improved since electricity market reform,its volatility is in 0.65-0.68;from the transverse comparison of the area,wefound that there is a big difference in technical efficiency between provinces,the whole is decreased from the east to the central and western regions of the gradient trend.This paper analyzes the influencing factors of technical efficiency of China's power industry from four aspects: ownership structure,enterprise scale,environmental regulation and regional economic development level.The results show that the proportion of state-owned assets was negatively correlated with the technical efficiency,the state-owned capital is too high will inhibit the technical efficiency increasing;the average size of firms is the relationship between type U,only after exceeding the critical value of China's electric power industry exists scale effect;is U relationship between the technology efficiency of environmental regulation,continuing strengthen environmental regulation can promote technical efficiency to improve;the level economic development in the region is significantly correlated with the technical efficiency,but its influence coefficient is very small.In the end,We give some suggestions on the reform of electricity market system,we think that the diversification of property,continue to implement the "big pressure on the small" policy,continuing strengthen environmental regulation economic and balance of power and the area's economic development will be conducive to improve power market.
