DQ Government Purchase Service Efficiency Evaluation Research

Nowadays, people's citizen consciousness is more and more strong, of social welfare and public service proposed higher requirements, at the same time, the government purchase service also arises at the historic moment, provides a new way to the development of public services. But there are still some problems in the development of the government purchase of public services, especially in the evaluation of the efficiency of the purchase of public services, the lack of a sound evaluation system. Therefore, the scientific evaluation system for the efficiency of China's government to promote the development of public services has an important and far-reaching significance.In this paper, on the basis of carding the research status at home and abroad, the related theory of government purchase public service efficiency evaluation system, and analyzes the connotation of government purchasing service efficiency evaluation and principles. Based on this, explores the evaluation of government purchase service projects related options, including the content selection of the principles of project selection, project evaluation and project appraisal institution choice and so on. On government purchasing service efficiency evaluation index system and model building are analyzed, including the selection of the design principle of index system, structure,the determination of index weight by using fuzzy evaluation method to establish the evaluation model, and in 2015, DQ government purchase home endowment service project as an example for empirical analysis. Through the analysis, found the DQ government purchasing service and lacking in economy. Finally, according to the study of the instance, from the reasonable investment in accordance with the law, perfect the supervision mechanism, improve the efficiency evaluation mechanism, etc., put forward about the measures to enhance the efficiency of the DQ government purchase services.
