Research On The Evaluation System Of Government Purchasing Public Service Providers

With the increasing living standards of our people,the level of public services directly affects the satisfaction of our people's lives.From the mid-1990 s,our country began piloting the government to purchase public services.With the continuous practice,the government's purchase of public service related systems is gradually being established,developed and improved.There is little research on the effect of government procurement of public service providers,and no evaluation index system has been established.On the basis of fully analyzing the government's practice of purchasing public services,this paper explores the post-implementation evaluation model of government-purchased public service providers,quantitatively evaluates the level of suppliers' implementation of government-purchased service projects,and verifies the evaluation model through empirical analysis.The accuracy provides constructive advice for suppliers to implement public service effects,continuously improving public service levels and improving government credibility.This article mainly has the following five aspects.The first part is an introduction.By expounding the background of the government's purchase of public services,the purpose and significance of this paper are clarified.The main contents involved in this study are described by clarifying the research methods used;the main ideas of this paper are clarified by the mode of technology roadmap.Finally,the innovation of this paper is summarized,and the difficulties that may be encountered in the research process and the solutions adopted are estimated.The second part of the literature review.Through reviewing and analyzing the existing research results of scholars,including the theory of organizational purchasing decision,government purchasing public service,supplier selection,etc.,summarizing the existing gaps in existing research,and clarifying the theoretical significance,practical significance and research direction of this research.The third part is to construct the evaluation system of provider of the government's purchase of public service.Firstly,the design principle of the main body and evaluation system of the government's purchase of public service providers is determined,and the evaluation system is initially established.The evaluation indicators are optimized through the optimization principle,and the weightsof the evaluation indicators are determined through the decision-making method,and then the supplier evaluation system is obtained.Finally,the evaluation method is selected and the evaluation system is used to evaluate the implementation of public services by suppliers.The fourth part is empirical research.Taking the H district of Tianjin as an example,an empirical study was conducted on the government's evaluation system for purchasing public service providers.The evaluation system built in the third part is used to evaluate the purchase of public services by the regional government.According to the evaluation results,the regional government proposes to improve the public service.The fifth part summarizes the full text.Through the retrospective summary of this article,including research methods,models,etc.,summarize the research significance of this paper,and expound the problems that need to be further solved in this study.On the basis of studying the relevant theories of domestic and foreign governments purchasing public services,the author fully investigates the status quo of government procurement of public services,builds a supplier evaluation system,and designs an evaluation system through evaluation index optimization,evaluation index weight confirmation and comprehensive evaluation.The purpose of the study is to provide a feasible reference for improving the level of public services.
