A Study On The Improvement Of The Financial Budget Management Of Government Purchase Service Project In W District

Government purchase services from social forces is an inevitable requirement to accelerate the transformation of government functions and improve governance capacity,and it is also an important way to improve the supply level and efficiency of public service and the construction of service-oriented government.Besides,it is an urgent need to accelerate the development of service industry,expending effective demand and promoting employment.Advantages for this action include:1)it benefits for the change of traditional government practice of holding the power,promoting the government's own reform mode of operation,and improving the efficiency of government management and social service;2)it benefits for the formation of public service subject diversification,effective exerting social forces in the provision of public services,improving social governance role,stimulating the vitality of the whole society and creativity,providing more convenient and efficient high quality and efficient public services to the people.Our government purchase service at the initial stage of exploration,the budget management system for government purchase service project is not perfect.There are many problems,which seriously restrict the overall development of the work of government procurement of services,and influence benefit promotion and project finance government purchase of public service level.Under this background,it is of theoretical and practical significance to study the budget management of the government purchase service project.This paper investigated the improvement of government budget management for the government purchase services from theory and practical aspects.The present study started from the theoretical analysis,and expounded the related theories and basic contents of the development and production of the financial budget management of the government purchase services.Then,combining the theory and practice,we selected W district as a case to study the current situation of budget management of government purchase service.Finally,according to the W district case study,the present paper revealed main problems during implementation of budget management for government purchase service,problems such as extensive budgeting,low rate of budget implementation,and lack of effective performance evaluation and so on.Thus,we proposed a reasonable answer based on advanced theory and practical experiences in home and abroad and finally offered improving suggestions including:Implementation of refined budgeting,strengthening the implementation of rigid budget and strengthening the management of performance evaluation,and setting up corresponding supporting measures.
