With the introduction of the concept of precise poverty alleviation, As the core of the rural anti-poverty social assistance policy, RMLS must be precise help the poor to complete the " Safeguard a group of people " task, the better to protect the rural poverty groups. Therefore, the current research the target bias of RMLS problem is particularly necessary and urgent.Based on field study in S town found that determine objects of RMLS experienced two periods, Index distribution period and democratic evaluation period. Determine objects of RMLS of in the two periods are biased, but exhibit different characteristics. Index distribution period ”assist object error” problems are more serious, democratic evaluation period " assist object error" issues have been alleviated to a certain extent, but the " assist object missing" issue has become a major problem.
