The Objecting Research Of Rural Minimum Living Security System

The system of minimum living security is a social assistance system,and the ultimate goal is to make the rural minimum living in absolute poverty out of poverty.The key to the smooth implementation of rural low protection goals lies in the accurate identification of rural residents.Therefore,this article focuses on the object target problem of rural minimum living security,and research about whether or not included in the low-income residents meet the low standard,conform to the low standard of the poor are included in the villages.Form the perspective of the target theory,the author makes a research form the rural residents access conditions,qualification recognition to the process of rural minimum living security system based on the middle level.Through the research,the author finds that there are numerous differences of the minimum living security concept,minimum standards is not regular,and the ways of qualification recognition is unreasonable as well as there is a deviation in the aiming process.In order to further assess implement of the aiming process and the goals of rural minimum living security system,this article choose the Fengxiang Eryuan County of Dali City in Yunnan Province as the research object based on the micro level.Through field surveys,in-depth interviews,the author learned that the target of subsistence security system in the village of Fengxiang exists deviation.In Fengxiang village,low standard,sub file instead of the compensation relief assistance,which leads to the help for the poor are not guaranteed or inadequate protection;at the same time,it makes the identification of the minimum target take place of the households Sportak,which causes error protection,leakage protection,security problems.In addition,there are loopholes in the application process,there is the subsistence security connections,regulatory weakness: the villagers' participation for the democratic evaluation is not high,the lack of specialized agencies and professionals,lack of dynamic management mechanism.In view of the macro,meso and micro level,this paper aims to target the rural minimum living security system and improve the system.In order to make rural residents object get more accurate positioning,the author suggests the people changes their concept for the minimum system's understanding,and gradually realize the fairness of minimum living security policy,and then in the protection of the basic right to life,improving the security standards,the pursuit of the right to development,while strengthening the civil rights and responsibility consciousness,in addition,in the paper,the author uses the family asset survey method and category positioning,demanding positioning to accurately identify rural minimum living security residents;in order to further optimize the system of rural minimum living security,the author proposes to raise funds through multiple channels to expand the coverage of subsistence allowances in order to achieve the policy of minimum living security by households,the use of a variety of measures to improve the awareness of the policy,and besides in order to improve the efficiency of rural residents target mechanism,the author proposes to introduce the professional organization,dynamic the mechanism of management professionals,while the introduction of behavior and moral restraint method aiming at policy target groups behavior,and to construct the restraint for minimum performance appraisal system and to make an incentive policy implementation of the main behavior.
