The Risk Management Anaylsis On Wanshan Project In The PPP Model

PPP model is a method that the government and private organisation cooperate in a proje ct construction.After the third Plenary Session of the 18 th CPC Central Committee,the gover nment highly promotes the PPP model in the field of infrastructure construction.Especilly aft er the year of 2014,the government has issued a series of guidance policy documents on PPP,and all provinces and cities have also introduced a strong operational PPP policy documents.December 2015,the national development and Reform Commission announced “the second b atch of PPP project to promote”.in this batch there is a total of 1488 projects,more than 2.25 t rillion investment,and the number is higher than the first batch of 42.9% projects.In the future,China’s PPP will drive trillion market space.This paper takes Wanshan project as a case to analyse project risk management under PP P model.Wanshan project used to be a first level land development project using BT model.B ut due to the government limits BT project and encourages PPP project,Wanshan project has t o change to using PPP model in order to adapt state policy and operate smoothly.This paper in troduces the basic situation of Wanshan porject and formulates a PPP implementation plan at f irst.And then it finds 18 risk factors that exist under PPP model through the risk identification.These risk factors were systematically analyzed,and then the risk factors were analysed by m eans of "share","control","transfer" and "avoidance".This paper could give a reference on ot her projects under PPP model,through the research on the risk management of the Wanshan project.
