Study On The Development Level And Coordination Of Chinese Inspection Service

Chinese inspection service has made some achievementsin its development, but there are still some problems,such as lack of high-end technical talents, lack of technological innovation, uncoordinated industrial development,unclear market positioning. Scholars have done research on its development. However,existing research mainly concentrated in the qualitative analysis, the field of quantitative analysis still remainsblank. Therefore, It is of theoretical value and practical significance to do research on the development level and coordination characteristics of Chinese inspection service by using empirical methods and puts forward policy recommendations.Firstly, this paper introduces the development process and characteristics of Chinese inspection service, analyzes its advantages and problems. Secondly, through the construction of industry development index system, using factor analysis method to evaluate the inspection service industry development level, the empirical results show that:during 2005-2014, the scores of the scale and structure factor increased year by year, and the scores of technique and standard power factor showing a downward trend overall.Affected by both, the total score showed an overall increasing trend, but its growth rate continued to slow down, in 2014, the total score even decresead slightly,which reflects the development of inspection and testing service mainly relys on scale expansion and structure adjustment, whereas the impact of technology and standard has not been fully showed.Then using grey system theory,this paper build a coordinated degree model of inspection service.Empirical results showed that the scale structure subsystem basically to coordinated and orderly development, but the coordination degree of the standards and technology subsystem fluctuated frequently, showing a lack of coordination and disorderly development trend.Coordinationdegree of inspection serviceshows the characteristics of volatility by phases, and the fluctuation amplitude has a tendency to expand.Chinese inspection service showes a clear sign of un-coordinateddevelopment. Finally, according to the experience and enlightenment of international inspection service as well as the empirical results, this paper gives the promoting policies and suggestions on thedevelopment of Chinese inspection service.
