Comprehensive Evaluation Of The New Rural Cooperative Medical System In Yongzhou

China is a great power in agriculture. According to the special national conditions of China, "issues concerning agriculture, countryside and farmers" have been the priority among priorities in the road of constructing socialism harmonic society. In order to improve the farmers'life quality, alleviate the expenditure in farmers'medical and health expenses and safeguard the farmers'medical health rights, the party and government have published a benefiting-farmer policy-the New Rural Cooperative Medical System(NRCMS). From the national statistical data, the development of the NRCMS has made brilliant achievements, which plays an active role in improving the health of farmers in our country. The farmers as an important part of the system, their personal experience and subjective feelings are an important aspect of the evaluation of the system's operating results, it's significant to improve the operation mechanism and the sustainable development of the NRCMS from a comprehensive evaluation of the farmers' perspective.The paper firstly overviews the research background, research significance, research current situation, research contents and research methods of the theme. Secondly, this paper introduces the historical evolution of the NRCMS and the current situation in China, and conducts specific analysis combining with the implementations of the NRCMS in Yongzhou City. Thirdly, the paper constructs the indicator evaluation system of the NRCMS comprehensive evaluation from the perspectives of the farmers on the basis of three subjects in the NRCMS, in order to conduct comprehensive evaluation and research on NRCMS in sample area with these indicators. The research conducts field investigation on the farmers in Yongzhou City, Hunan Province, and understands the implementation and operation of the NRCMS from the perspective of farmers by means of questionnaire, and conducts comprehensive research and evaluation on the NRCMS in the area with entropy evaluation method and fuzzy evaluation method. Through the analysis of evaluation results, the paper intends to find out the problems existing in NRCMS. These problems reflect the deficiencies in the operation of the NRCMS to some extent. Finally, the paper proposes the corresponding policy suggestions to the operation of the NRCMS in Yongzhou City according to the analysis results, in order to promote the healthy and sustainable development of the system.
