Research On Construction And Application Of Performance Evaluation Index System Of New Rural Cooperative Medical System

Social security is the product of social and economic development of a country. Establishment of health insurance system has played a great role in the protection of people’s health. China has a unique health insurance system as a country under communist through progress in decades after establishment of the nation. Chinese health system mainly consists of three parts at present, Basic Medical Insurance for Urban Employee, Basic Medical Insurance for Urban Residents, and the New Rural Cooperative Medical System(NCRMS). The NCRMS has the most widely coverage of beneficiaries among them.This study aims to construct a system of performance evaluation applying to the NCRMS. This framework brought in various influential factors of system progress and carried out a holistic assessment about relationship between supply side of medical service, beneficiaries of health care, responsibility of government. According to objective and subjective influential factors, this system of evaluation is divided into two major indicators including elastic and rigid index. The rigid index comprises pharmaceutical service, medical institutions at different levels of resource allocation and cover rate of NCRMS, while elastic index comprises doctor-patient relationship, public awareness, and improved health status. This study established a comprehensive system of evaluation with universal values on the basis of analysis about current situations of Chinese medical and health system reform with reference to the processing status of NCRMS in Anhui province. Intended to form a long-term mechanism of assessment for NCRMS and promote further development of that.This article chose Delphi method (method of expert advice) in index filter, put two rounds of expert scoring comments on preliminary indicators then finalized an indicator system of assessment including elastic and rigid index. The weight is derived by method of research statistic, analytic hierarchy process (AHP), Delphi. After that, this article tried to use constructed assessment system to evaluate the current situation of NCRMS in Anhui province and put forward corresponding recommendations, made a tentative exploration for further assessment study about NCRMS.
