Objective: On the basis of comprehensively analyzing the medical insurance policy of several foreign countries and with the theory of biological statistics and health economics, the study analyzed the hospitalization expenditures of insured government employees and workers (IGEW) in Changsha city from July 2000 to June 2004. In order to provide the reference basis for further reforming and improving the medical insurance system, the study also attempted to use comprehensive evaluation on the control level of hospitalization expenditures in the hospitals appointed by Hunan Province Medical Insurance Center (HNMIC).Methods: The study's objects were IGEW of HNMIC that were the in-patients from April 1, 2002 to June 30, 2004 and IGEW of Changsha Medical Insurance Center (CSMIC) that were the in-patients from July 1, 2000 to June 30, 2004. The objects' general information, hospitalization expenditures, payment means and degree of hospitalization expenditures were collected as the study's data. After data checking and screening, 140501 records were selected as the study's population. With the method of multi-period stratified random sampling, 4500 records were sampled from population. Grey forecast, ordinal logistic regression analysis, multi-index comprehensive evaluation and data envelopment analysis (DEA) were applied for statistical analysis and economic evaluation. The statistical software used in the study included SAS8.2, SPSS11.0 and Matlab6.5.Results:1. Sample hospitalization expenditures analysis: The comparison of average per-time expenses among different grade hospitals showed that all the difference of expenses among different grade hospitals had statistical significance. Except nurse expenses, other expenses decreased progressively in the following order: tertiary hospital, secondary hospital, and primary hospital. The number of in-patients in tertiary hospitals...
