| Land is regarded as the national valuable resources.Particularly,the arable land,as the base for food production,is concerned with the food for more than one billion people.As the emerging urbanization deepens rapidly,the utilization of land resources in China is facing a series of problems,which exerts serious impact on the ecological security of national land,and efficient land use.The comprehensive land consolidation and rehabilitation plays a significant role in improving the utilization rate of land resources,reconstructing the ecological space of rural production and life,and creating a pleasant living environment.It’s also a systems engineering regarding farmers’ rights and interests.Since the farmers are treated as the direct target of the comprehensive land consolidation and rehabilitation(public service),and the final beneficiary after consolidation and rehabilitation,the protection of their rights and interests situation should be attached great importance to.Given that the damage of farmers’ rights and interests during project implementation will make the project deviate from the original intention of land consolidation and rehabilitation,research should be conducted on the changes of farmers’ rights and interests before and after consolidation and rehabilitation,and the factors behind,and reasonable suggestions should be proposed to safeguard farmers’ rights and interests,which is of paramount importance to the proceeding of the project.The research findings are sorted out and reflected in this paper.After that,Comprehensive Land Consolidation and Rehabilitation Demonstration Area in Yidu City,Hubei Province is taken as an example,and questionnaire method is adopted to collect the data demanded.Based on the content of comprehensive land consolidation and rehabilitation,and Sen’s feasible ability theory,it’s reckoned that farmer’s rights and interests involve every aspect of life.Farmers’ Rights and Interests Measurement Index System in Demonstration Area is established according to fundamental rights,economic situation,security situation,production situation,living situation,and environmental situation.Fuzzy comprehensive evaluation method is employed to measure the change of farmers’ rights and interests before and after land consolidation and rehabilitation,based on which profound discussion is facilitated to present countermeasures and proposals.Major finds are as follows:(1)The level of farmers’ rights and interests situation is not high before and after the implementation of the comprehensive land consolidation and rehabilitation project.While the fuzzy comprehensive membership degree of farmers’ rights and interests is 0.431 before the project implementation,which is close to a general level of 0.500,it changes from 0.431 to 0.535 after project implementation.Considering the fuzzy state of0.500,the level of the farmers’ rights and interests situation is not high.(2)Although the comprehensive land consolidation and rehabilitation project can improve the farmer’s rights and interests situation,the improvement effect needs to be strengthened.The comprehensive land consolidation and rehabilitation project has a certain degree of impact on the basic rights,economic situation,security situation,production situation,living situation,and environmental situation of farmers.Generally speaking,after the project implementation,the fuzzy comprehensive membership degree of farmers’ rights and interests changes from 0.431 to 0.535,and the total fuzzy membership degree improves by 0.104 units.It indicates that the comprehensive land consolidation and rehabilitation can improve the farmers’ rights and interests situation,but there is further improvement.(3)There exist differences in the impact of the comprehensive land consolidation and rehabilitation project on each functional activity of farmers’ rights and interests.Besides,differences are found in the direction of change of each functional activity of farmers’ rights and interests after the project implementation.The membership degree of basic rights changes from 0.500 to 0.447 with a decrease of 0.053;that of economic situation from 0.383 to 0.392 with an increase of 0.009;that of security situation from0.397 to 0.518 with a increase of 0.121;that of production situation from 0.381 to 0.624 with an increase of 0.243;that of living situation from 0.485 to 0.658 with an increase of0.173;that of environmental situation from 0.423 to 0.679 with an increase of 0.256.It can be seen that after the project implementation,the economic situation,security situation,production situation,living situation,and environmental situation has certain improvements,and particularly the environmental situation has been improved the most significantly.However,farmers’ basic rights have been damaged.Despite little damage in the economic rights and interests,and security economic rights and interests,the protection of them needs to be strengthened.(4)There exist differences in each index of farmers’ rights and interests before and after the comprehensive land consolidation and rehabilitation.Different degrees of decrease is found in the membership degree of the right to know,the right to participate,freedom of speech,daily living expense,education security,per capita living space,and traditional village culture,among which the right to participation is most seriously damaged,changing from 0.500 to 0.357 with a decrease of 0.143 units.The remaining indexes increase to different degrees,among which the transportation convenience has the largest change in membership degree from 0.318 to 0.765 with an increase of 0.447 units.In accordance with the measurement results of each index of farmers’ rights and interests,the rights and interests of 7 indexes including farmers’ daily living expense,education security,per capita living space,traditional village culture protection,the right to know,the right to participate,and freedom of speech have been damaged to some extent,and the protection of them should be intensified. |
