Xinjiang is located in the border areas, as the minority and economically less developed areas, there are many problems. Such as the economic foundation is weak, the rural production and living facilities is behind, and so on. In particular, as the southern region of Kashi, the minority population accounts for 92% of the total population, the farmer’s income level is low, rural development is highly dependent on the government. How to give full play to the farmers whom as the main body of participatory development has an important meaning to promote the development of agriculture and rural areas in Kashi.This paper draws on the relevant research theories and methods at home and abroad, based on the full understanding of the current situation of rural development in Kashi and Shule County and the status of farmers’ participation in Shule County, combined with 186 questionnaires, uses logistic regression model to analyze what is the fact ors affect farmers’ participation in development. Through the quantitative and qualitative analysis on the 14 variables, we can get that there are seven variables have a significant impact on the behavior of farmers’ participation. They are variables whether for the village cadres, the number of family labor, the degree of organization, whether to participate in i ndustrial training, the level of understanding of the development of the village, the understanding of farmers’ participation behavior and the farmers’ understanding of the government’s policy on participation in development. On the basis of this result, this paper uses the interpretative structural model(ISM) further anglicizing the relationship between these significant factors and anglicizing the hierarchical structure of these factors. The results show that there are three variables are surface dir ect factors; they are the number of fam ily labor, whether to participate in industrial training and the understanding of farmers’ participation behavior. There are two variables which are middle indirect variables; these two variables are the level of understanding of the development of the village and the farmers’ understanding of the government’s policy on participation in development. The deep root variables are the administrative duties and the organization degree of t he farmers.According to the conclusion, this paper puts forw ard some countermeasures and suggestions to promote farmers to participate in the rural development from two aspects. Recommendations for farmers include: Emancipating the farmers’ ideas, change their ideas; Improving farmers’ cognition of participatory development; strengthen education and enhance skills training to improve the quality of farm ers. The government’s recommendations include: innovate ways to participate in a variety of ways and establish incentive system; Enhance the ability of village cadres; Improve infrastructure construction; Expanding non farm employment. |
