As the competition of construction industry become more and more intense, Construction companies need improve their competitiveness. However, the cooperation level between general contractors and material suppliers is not high. In order to adapt to the development of construction industry, construction companies should establish different cooperative relationship with different supplier by adopting appropriate purchasing strategy. Hence, the idea of classification is introduced into management of material and supplier. By studying suitable construction material segmentation method, exploring different purchasing strategy which the companies should take for different type construction material and different relationship which the companies should build with supplier, we establish a new method for supplier selection, which conform to the characteristics of supplier management on construction field in the new era.On the basis of the existing researches, this paper further develop the construction material segmentation criteria system. For the limitation of determining boundary subjectively of Kraljic purchasing portfolio model, BWM is used to construction material segmentation, which have better logicality and consistency than AHP. We combine clustering analysis and purchasing portfolio model as a new material segmentation model, at the same time, we add shift strategies to purchasing strategy. The new material segmentation model combines the quantitative analysis and qualitative analysis. It clustering analyze the data based on purchasing portfolio model, which can avoids the subjective effects of qualitative analysis and analyze the features of each material, these make the analysis results more convincing.Different types of material have different features, and the keys of management and procurement goals are also different. Hence, construction companies should establish different relationships with suppliers. This paper establishes a multi-set supplier evaluation criteria system based on the material segmentation, and evaluates suppliers of different type material by using different evaluation index sets. Simultaneously, the procedure of supplier selection and evaluation are designed, and then the combination of the material classification management and supplier selection has been realized.In order to select material supplier in construction project scientifically, and considering the rank reversal of Order Preference by Similarity to Ideal Solution (TOPSIS) model and Data envelopment analysis model (DEA) is unable to order totally, this paper combined generalized DEA and TOPSIS, based on establishing supplier evaluation index system, selected G-C2R model of generalized DEA to screen effective suppliers from alternative suppliers, then order them by TOPSIS. It has the merits of two methods to order the suppliers by the G-DEA/TOPSIS model, including the G-C2R's randomness of selecting sample set and the flexibility of TOPSIS. A case demonstrated the existence of the rank reversal of TOPSIS, and proved that the combined model (G-DEA/TOPSIS) can decrease the effect of the rank reversal of TOPSIS through eliminating relative ineffective suppliers. Therefore, the combined model can provide a scientific basis for material supplier selection in construction project.
