With the development of outsourcing service industry in our country, BPO industry is full of opportunities and challenges. C company as a famous BPO company in Tianjin, is also facing the business types of low-end, intense competition in the industry situation. For seeking more long-term development, C company changed the ownership structure with the help of the Group company, opened a new history of the company development.In this paper, through the analysis of the development of China's outsourcing service industry, and BPO industry competition situation, combined with the actual situation of C company, C company new development strategy was clear. Under the background of the new strategy, C company lacks of human resource, and human resource management level is still in the stage of personnel management. The problems like these are prominent. At present, it is urgent to establish the strategic human resources management system, matching with the new strategy, play the real strategic role of human resource management, and help the company achieve the strategic goals.Firstly, through the establishment of human resources shared service center mode changes the roles of the human resources department,and upgrade the human resources department to a strategic height. Then, according to the actual problems of C company's human resource management, design the targeted solutions to these problems in the nine human resource management system, and construct a complete strategic human resource management of C company.
