Research Into Protection Countermeasures Of Cultivated Land

Cultivated land is the essence and the most peasant life guarantee of the stability, it is also an important guarantee to achieve food security strategy of our country. Our country has put forward strict farmland protection policy since 1980 s.. But with the rapid social and economic development, industrialization, the rapid advance of urbanization and population growth, it is necessary for non-agricultural construction land to expand. Cultivated land resources are under increasing pressure. China's arable land has been reduced by more than100 millions mu in the past 10 years, so the situation of cultivated land protection is serious. How to protect the limited arable land resources effectively is a major issue and imminent problem today.Thi paper takes Hainan Province as the study area, which is divided into six chapters to carry on the discussion of the research on the Countermeasures of cultivated land protection in Hainan province.In the first chapter, problems are put forward, introducing the purpose and significance of the research background; and then come up with the research problem, the main research contents and research methods.In the second chapter, theories study. The development of domestic and foreign research, the protection of cultivated land and basic concepts and basic theory are introduced in this chapter. Also the theoretical basis of the protection of arable land is studies, it analyzing cultivated land protection combined with the external phenomenon of economics theory.In the third chapter, empirical research. Combined with cases analysis of cultivated land protection, the regional distribution, the composition of cultivated land use status, cultivated land quality and quantity analysis, the influence factors of cultivated land, ways of increasing cultivated land demand are comprehensively and objectively analyzed and discussed.In the fourth chapter, analyze the existing problems and reasons of cultivated land protection in Hainan province. Seek the main problems existing in protecting Hainan cultivated land, and analyzes the causes.In the fifth chapter, some protection countermeasures to cultivated land are strengthened. Using legal, administrative, economic, science and technology, education and other measures, set up the protection system of cultivated land.In the sixth chapter comes conclusion, which points out the lack of research and prospects.This article mainly adopts the combination of theoretical research and empirical analysis method, using qualitative and quantitative method and field survey method, etc, and carries on the analysis taking the microeconomic marginal cost theory. The research results have a certain significance guiding for the protection of farmland in Hainan, for the national policy of cultivated land protection research and for development of other provinces and cities in the cultivated land protection work, also it has the reference value.
