Cultivated land is important resources of human survival and development. China is a large country with1.3billion populations. Achieving grain self-sufficiency with domestic cultivated land resources has always been the basis of economic development, social stability and national self-reliance. Since China has been reform and opening-up, a large number of arable land shifts from the agricultural sector into non-agricultural sector with the increase in population, economic growth and accelerated urbanization. How to coordinate the relationship among protection of farmland, economic development and environmental protection and to make strategic arrangements for the protection of cultivated land of the overall situation is an urgent need to resolve.Jiangsu Province which is located in the east coast of China and lying in the rich and vibrant Yangtze River Delta is the heart of the Yangtze River Economic Belt region and is one of the most developed provinces in China. Jiangsu Province is one of the most developed agriculture regions in China as its good weather conditions which are very conducive to agricultural production development. But as a result of resource constraint, the per capita agricultural resources have always been under the national average in Jiangsu Province. The food production has been wander about in the1990’s. At present, on the one hand, Jiangsu Province is confronted with the pressure of a huge number of population bases and the level of per capita grain consumption increasing. On the other hand, it is faced with a continuously decline in arable land and the threat of a decline in the quality of arable land, as well as destruction of the ecological environment at the same time by other factors. Under such circumstances, to grasp the status in Jiangsu Province and to analyze the trends in cultivated land resources in recent years is of great significance for setting up objectives of the protection and policies of arable land resources. This article will be for case of Jiangsu Province, making a study of objectives and policies of the protection of cultivated land resources. First of all, the status of arable land resources in Jiangsu Province will be analyzed through the reduction trace and increase the sources of cultivated land resources analysis to obtain characteristics of cultivated land resources transfer. The problems with cultivated land resources in the change process will be analyzed based on the quantity, quality and distribution of reserves arable land resources; The province will be divided into three areas through the Comparison of provincial regions:the total arable land area in a rapid decline, the total arable land area with the basic stability and the total arable land area with continuance to expand.Secondly, the conclusion that Jiangsu must protect certain total cultivated land resources volume whether to protect national food security or to ensure grain self-sufficiency as well as Jiangsu’s sustained economic development can be made through national food security development trends forecast, as well as judgement by national food security strategy framework of the food supply and demand situation in Jiangsu Province. The pressure that arable land change impact on the regional ecological environment is increasing by establishing indicators system of cultivated land change impact on regional ecological environmental and using AHP to determine weight. Using ecosystem services valuation method to estimate value of ecosystem services caused by arable land changes, the paper measures the impact of arable land change in Jiangsu Province on the regional ecological environment.Third, the paper which is based on the use of food security, environment sustainability and economic development of multi-objective prediction model of land quantity predicts the demand for food security by the smallest per capita arable land models. The paper gains the demand for high and low level of cultivated land of the multi-program combination by setting the two scenarios which are grain production and food self-sufficiency rate parameters. Under the goal of construction planning programme of Jiangsu Ecological Province, we can get cultivated land requirement which is based on environmental sustainability, by leading in the possession per capita of the value of ecosystem services. On the basis of number prediction of amount of increase and reduction factors of arable land in the future, the paper gets the future supply of arable land. Setting up the two scenarios which are moderate intensive use of non-agricultural construction and high-intensive use, the paper obtains the supply of arable land of the two proposals. Combining the two program portfolios of the demand and supply for arable land, the evaluation can choose the best program of cultivated land quantity, that is, there will be about4,600,000hectares hectares cultivated land by2010and4,300,000hectares cultivated land by2020.Finally, the paper based on analysis of supply and demand balance of cultivated land resources in Jiangsu Province, combines with practical experience related to farmland protection, and brings up the legal, administrative and economic measures of perfecting cultivated land resources protection in Jiangsu Province.
