Practice And Improved Countermeasures Of Cultivated Land Protection In Jilin

This paper obeys the idea of discovering problems, analyzing problems andsolving problems and carries about a study for the situation and problems of farmlandprotection. The study shows that farmland land resources use and protection is goingthrough from a bad development process to a good development process. The currentmain problems: the contradictions and conflicts between economic development andfarmland protection; soil degradation caused by soil erosion and non-point sourcepollution; misconduct and deletion of government behavior; week consciousness offarmers’ farmland protection.；Deep reasons for this problem mainly include: publicattributes of farmland protection; externality of farmland protection; huge profitabilityand irreversibility of non-agriculturalization of farmland; non-cooperation betweengovernments. In order to improve this situation, firstly, we should perfect legal systemand strengthen law enforcement supervision and management; secondly, we shouldreform the fiscal and taxation systems and reduce independence on “land finance” toimprove market mechanism of land. Thirdly, we should set up land supervisionmechanism and perfect management system of land and build a scientific and rationalevaluation mechanism; Eventually, media supervision should be played an active role,a comprehensive land management should me implemented fully. In a word, thissituation should be improved through legal, economic, administrative and cultural andeducational aspects.
