Electric power enterprises face with significant reforms, increasingly weakened state monopoly under the planned economy system, competition is to participate in the socialist market economy, the power supply enterprise not only to face the competition among the same industry, in today’s new energy constantly emerging, power supply enterprises have to improve their competitiveness, to participate in the competition with other energy sources. As the power supply enterprise market competition intensifies, Z enterprise to develop in the fierce market competition, we must strengthen the construction of enterprise performance management system.The Z enterprise the current performance management system still exist some problems, obstacles in the development of enterprises. Full text mainly around the Z enterprise performance management system design as the research subject, the continuous improvement of industrial engineering thoughts as the instruction, the principles, methods and principles of industrial engineering as a throughout the full text of the soul, from the perspective of the balanced scorecard theory, from the enterprise, department and individual three levels to carry on the analysis, from the financial, customer, internal processes and learning to grow four dimensions chosen to satisfy the needs of the enterprise management the key performance indicators, using the method of expert consultation and application of analytic hierarchy process(ahp) to determine index weight, and set up a performance evaluation system on the level of enterprise, and then separately from the department and staff level, design conforms to the characteristics of performance evaluation system, to build a scientific and complete performance management system.First, the theory of IE and the continuous improvement ideas to use in this paper, a brief review expounded in this paper, research methods used in this paper such as BSC, KPI and AHP is the development or extension of IE, and then to the theory of performance management and BSC theory and, second, Z enterprise performance management analysis, mainly includes the Z enterprise background, present situation and existing problems of Z enterprise performance management, and so on. Third, from the enterprise, departments and employees three levels, build Z enterprise performance evaluation system based on the BSC, mainly including have performance key indicators based on BSC, weights, etc. Finally, the implementation and security of Z enterprise performance management, and the possible problems in the implementation, the analysis and countermeasures and Suggestions.
