Study On Grain Circulation System In Xinjiang

Grain purchase and sale is of great significance for the adjustment of grain supply and demand and the guarantee of food security. Along with the continuous deepening of the market economic system reform in Xinjiang and the change of food production and circulation situation inside and outside Xinjiang, there exists some problems in need of improvement in the current grain purchase and sale system of the autonomous region.Firstly, on the organization and management of grain purchase, for the two big grain varieties of wheat and rice, they are still adopted a policy of planned acquisition, for which purchase plans and purchase price are issued and determine by the government. From the current situation perspective, there are problems such as imperfect market system, suffocated normal circulation of grain, low marketization degree etc. exist in this kind of organization; Secondly, in food sales organization management, the government formulated limited price and selling at profitable price regulations on sales price of wheat, paddy and other food, but not for processed grain like flour, rice, etc. The result is part of the grain purchase and sale enterprises’ interests were transferred to processing enterprises, and the effect of stabilizing market is not obvious; Thirdly, in the price of grain subsidy policy, the autonomous region directly gives farmers part of the outside price subsidies on the basis of national purchase price according to the actual quantity of wheat and rice farmers sold to state-owned grain marketing enterprise, while for farmers who sold food to non-state enterprises, whey cannot enjoy the policy of direct subsidies. Although to a certain extent it has protected the interests of farmers and stabilized the stocks of grain purchasing and state-owned enterprises, it has formed a pattern of state-owned grain purchasing enterprises monopoly acquisition. In the case of poor regulation, there may be some illegal purchase behavior between state grain purchasing enterprises for their respective interests.In view of the realistic problems exist grain marketing system in Xinjiang, on the basis of the theory of economics, management science and commodity procurement knowledge, this paper put forward targeted and strong operability and suggestions to improve the grain marketing system in Xinjiang. Specific measures include: consummate the marketization of grain marketing system in Xinjiang, improve price mechanism and subsidies mechanism, strengthen grain purchase and sale market supervision, improve the grain reserve system construction and strive for relevant preferential policies and special subsidies to the state.
