As reported at 18th Party Congress request on deepening reform of State-owned enterprises, as a basis for promoting national and regional economic competitiveness, the telecommunications industry requires the changes more intensely. Starting from 2004, for a period of more than ten years, the telecom industry reform has not stopped. Three major telecom operators from a single business operators grew into a full service, fusion of multiple products and information service providers, which completed a magnificent transformation again. And now under the new circumstances, a new change comes more violent than before and become more adaptable to the new telecom operator Mobile Internet development, the big telecommunication companies are actively competing with each other. With the advent of globalization and the Internet era knowledge economy, human resources is increasingly becoming the primary resources and competitive advantage, which has been generally recognized. As the enterprise's competitive advantage, the access and maintain ace on reforming human resources is becoming as the top priority.With the information technology development and change on competitive situation, the traditional communication era with the form of traditional services by making money only through the provision of telephone lines has passed, and this trend has been overwhelming intensity. As the traditional field of communication ever larger resources of China Telecom Group has lost the core of competitiveness, and it must take dramatic series of reforming strategies to take as a leading role in the new era. Therefore, paying importance attention on human resources management, optimizing the allocation of human resources, changes playing out as soon as possible to reach the maximum efficiency of human resources so as to enhance the telecommunications companies in the industry and competitiveness in the emerging industry, becomes the inevitable demand on telecommunication enterprise survival and development.In the situation with such kind of background, this paper is driving from the point of human resources management, taking telecommunications branch human resources configuration as specific research object, referring to human resources configuration basic theory, to describe the human resources configuration background in the telecommunication branch of S company and analyze the current existing problems to propose the related countermeasures for improving the human resources configuration. Hope it can contribute to the development of human resource management for China Telecom employees from both theoretical and practical side.
