A country or area often connects with the domestic and foreign markets through a port. So the port always plays an important role in the development of economy. With the deepening of the global economic integration, the status of port in the global supply chain is more and more outstanding, especially when the development of the port can influence its economic hinterland and affect the development of related area directly. So the research on the development of port is particularly important. With the rapid development of economy and foreign trade, China ports have also made great progress. But at the same time, there are some phenomena coexisted such as the port management mechanism transformation lagging behind the transformation of social economy, the rapid expansion of port scale and the inefficient resource utilization situation. This situation affects the enhancing of Chinese port utilization efficiency and sustainable development, among which the inefficient port resource allocation is the main problem. So the analysis of the port resource allocation efficiency and the research on the port resource allocation mechanism are the key to solve the problem.Under this background, in this paper, the author uses the theory and methods of public management, economy and other related disciplines comprehensively, and based on multi-level perspective of sociology analysis process. Through the establishment of effect analysis framework for the optimizing of the transitional port resource allocation, the author mainly discusses from three aspects which are the allocation of resources, governance structure and the institutional environment. The purpose is to find the deep-seated reasons of the low efficiency on port resource allocation and offer the theory and objective basis for port resource allocation and related system design in the fast port construction process.In the aspect of resources allocation, this paper uses Three-stage DEA cascade control method, two stage model fitting method for the research of economic efficiency on reasonable resources allocation of port, optimizing and resetting efficiency on internal resources, the relationship between the port and the city it located. The author found the low economic efficiency of main ports in China, and the excessive competition within the group of ports. Through the reset of internal resources and the clear relationship between port and city, we can promote the optimizing and the reasonable allocation of the port resources, and contribute to the increasing of port resource allocation efficiency.In the aspect of governance structure, this paper studied reasons of inefficient on transitional allocation of port resources in China from the perspective of the governance structure evolution. The author think that main cause is "conflict of interest". The change of governance structure produce the following influence on the efficiency of port resource allocation. First influence is that the vertical competition appeared in the governance structure evolution promotes the development of modern logistics in port objectively and forms a positive effect. Second influence is that the horizontal competition appeared in the governance structure evolution leads to the negative feedback effect. Third influence is that the internal competition in the decision of the governance structure results in the interest competition within the port enterprises in the port.In the aspect of institutional environment, this paper argues that environment defects in the transformational port resource allocation system are mainly reflected in the following aspects. Firstly, there is the defect of system environment on property of port resources, including the fuzzy of port property and the differentiation of port property structure. Secondly, there is the defect in the system environment of port resource allocation planning, including the multiple management of planning system on port resource allocation, the spatial overlap of strategic layout, the lax planning administrative law enforcement, the imperfection of the supervision system and so on. Thirdly, there is the defect in the system environment of the port market, mainly reflects on the malignant competition between ports.According to the environment defects, the author think that the port should follow three aspects as the standard on system design. First aspect is that the rule on the port resource allocation is the highest level of port resource allocation standard. Second aspect is that the law about port resource allocation is the intermediate level of port resource allocation standard. Third aspect is that the policy on port resource allocation optimize the behavior standards of port resources. According to these three aspect of design standard, the author design the port resource allocation optimization system in the transition period. The author think the system can be applied on the optimal allocation of port’s capacity resource, port’s customer resource, port’s information resources, port’s public resource and explains the specific content of the various fields.This thesis is innovative in the following three aspects:Firstly, on the view of innovation, the author introduced the economic, governance structure, system design into the efficiency factors of port resources. The author puts forward the economic model of optimal allocation on, the decision network model of port resources and the system framework of port resource allocation. It also show the mechanism that the economic, governance structure and system effect on optimal allocation of port resource. This paper has great value in theory and practice on the optimal allocation of port resource.Secondly, on the view of value, this paper constructs the economic model on the optimal allocation of port resource, the decision network model of port resources and the system framework of port resource allocation, which has great value in theory and practice on the optimal allocation of port resource.Thirdly, on the view of innovative research methods, this paper adopts the research method combining multiple knowledge and multiple domain analysis method. Related to the port economics, port planning, new institutional economics and Public Management Science in the whole research process of the paper, the author uses frontier production function, the panel data model, AHP and other econometric model analysis in the part of empirical research to verify the theoretical results which are verified in the former. This makes the analysis process and the conclusion of study become more convincing. It is rarely to see empirical analysis with multi-method in the domestic and foreign related research.
