With China's entrance to WTO and the increasing adoption of the market principle of Chinese economy, nongovernmental business has made great progress and development in human resource management, but there are still many problems to be overcome and places to be improved. The weakness in human resource management of nongovernmental business during transition period has become a great and major obstacle that prevent a business from realizing leaping-forward development and becoming a large-scale corporation in a real sense. Thus there is an urgent need to improve the level of human resource management. The inherent characteristics of the proprietorship of China's nongovernmental business and the influence of Chinese traditional culture and the change of macro-economical environment make China's nongovernmental business have basically similar developing process and developing mode at the newly establishing period, and the problem and the inducing factors are basically similar during the transition period, too.This thesis sums up and analyzes the problems in human resource management in Zhongbao Company and the causes of the problems using questionnaire, interviewing materials and relevant materials provided by Zhongbao Company as the first-hand materials through empirical study on the basis of strategic human resource management theories from the perspective of a nongovernmental business during transition period. Through analysis of deeper-level causes behind the prominent problems in the human resource management process of the company, the writer holds that the main causes of the problems are that: (1) no modification and correction are made to the management system according to the change of environment; (2) the personal conception and attainment of the boss; (3) improper management of special groups in the company. Regarding these inducing factors, improvement to the mode of human resource management of Zhongbao Company must be made by establishing a scientific, market-economy-adapted human resource management system that meets the actual requirement of the company's development and strategy on the premise of embodying the strategy of the company. Incorrect concepts and practices shall be overcome, and the sociality and mobility of human resources shall be fully considered. Specifically, specific measures are proposed in the aspects of inspiration, recruitment and training, as well as assessment, and good methods for reference are provided for the improvement of human resource management of nongovernmental business during similar developing period.
