With economic growth into the "new normal", competition enterprises are facing increasing pressure. In order to obtain a sufficient competitive advantage, more and more enterprises spend a lot of effort to formulate a clear development strategy.But how to make the strategy effective landing is the problem that many enterprises are facing. Europe and other developed countries use enterprise performance evaluation method based on the Balanced Scorecard to ensure that the decomposition and implementationof corporate strategic goalsare effective.This approach is worth learning.BSC is a systemperformance management toolof decomposition andimplementation of strategies. Through financial, customer, internal processes, learning and growth driven four dimensions of mutual causality, clearly shows the path to achieve the strategic goals of the enterprise. This paper introduces the concept of performance management and Balanced Scorecard and then build Balanced Scorecard of BH companies including company level, department level, staff level. In this paper, we improve the company's performance management system and identify the barriers and safeguards in implementing of the Balanced Scorecard.Through the application of the actual data before and after, we assess the implementation effect of BH's Balanced Scorecard. We concluded that BSC for business performance evaluation and assessment have a good effect and advancement. We hope that BH's Balanced Scorecard design and implementation could provide some reference to other automobile manufacturers.
