Since the formal operation of the union from January 1,2010, the extent of integration of the allied economy has been rising. China is keeping close contact with its member states. The founding of the union will necessarily influence on the trade condition of China. The influence varies by time. In the short run, the allied states have increased external customs duties. Unlike the usual practice of "white customs clearance", the customs duties are high and raise trade barrier, require increasing of new policy normalization and increase the procedures of export commodities. In this regard, the founding of the union is bad for China. In the long run, the founding of the union helps crack down on "grey customs clearance" and normalize trade procedures, which is favorable for China to develop sound and stable trade relations with the allied states. To prevent negative influence of this policy on Chinese trade, China has to make appropriate adjustment to trade cooperation, determine priority areas of international customs cooperation, normalize regulatory order of customs clearance to bring "grey customs clearance" under control, and make efforts on energy regulation. Besides, we need to seek for specific cooperation programs of mutual concern, such as simplifying customs transit procedure, improving clearance efficiency, strengthening the cooperation in seizing violations to customs regulations, simplifying transfer procedure, and so on.In the paper, Part 1 analyzes and summarizes relevant research results at home and abroad, and outlines the main content; then, it explains the research ideas and method, and briefly describes the innovation of this paper.Part 2 studies the background for the founding of the union and its operation situation, and makes comparative analysis on the adjusting variations of the three states in terms of trade policy, investment policy, customs system and energy policy after the founding of the union. This part makes theoretical and empirical analysis to explore the trade diversion effect of the customs union on non-member states (China in particular), and presents the existing problems.Part 3, based on the empirical analysis on the trade of Xinjiang to Kazakhstan, expounds the short-term and long-term effect of the union on Chinese trade.Part 4 analyzes the structural change of the trade in recent years between China and the member states of the union after its founding, and conducts model analysis and empirical analysis.Part 5 gives the policy suggestions of the author to China Customs.
