Research On The Impact Of The Russia,Belarus And Kazakhstan Customs Union To Kazakhstan's Economy

The Customs Union refers to a number of countries and regions to establish a unified customs through consultation,to achieve unity in territory within the region to each other the reduction or elimination of tariffs,imports of goods outside the customs territory of the unified implementation of the same tariff and trade policies.Customs union is an important form of regional economic integration.It is a regional economic integration organization,which is to establish a unified customs tariff and non tariff barrier,and to establish a unified regional economic integration organization.November 27,2009,Russian Federation,Republic of Belarus,Kazakhstan,the three heads of state signed a joint Customs Law,including the Customs Act,including the 9 documents,the Russian White Kazakhstan Customs Union formally established.Starting from January 1,2010,the official launch of Russia and Kazakhstan three customs union,the implementation of a unified tariff and non tariff adjustment measures,the non joining countries began to apply the three common tariff rate.In July 1,2011,Russia,Kazakhstan border crossings to retain only the frontier inspection,customs supervision and customs union to common customs.The establishment of union,changed the relative price of three domestic market goods,promoting the goods between personnel technology and capital flow have great influence on the mutual trade and foreign trade.Study on the union,and the influence of the establishment of Kazakhstan,the lack of relevant research union up the existing research,for the economic development of Kazakhstan and Kazakhstan China of trade is an important reference.Based on the union of Russia,Belarus and Kazakhstan three established as the research object,the union of the establishment and development process,effects and characteristics,and prospects for future development carried out.And separately based on the export data and total import and export data to build a trade gravity model of Kazakhstan,Kazakhstan's foreign trade situation analysis.Then,this paper discusses the influence of Russia and Kazakhstan customs union on Kazakhstan's economy.First,the import and export situation of the customs union in Kazakhstan was analyzed,and then the trade effect and other aspects of Kazakhstan were studied.Finally,from the perspective of Kazakhstan,the impact of the customs union of Russia and Kazakhstan on the economic impact of Kazakhstan,Kazakhstan,put forward the policy recommendations.In this paper,qualitative research and quantitative analysis are used in the research process.In the analysis of trade situation in Kazakhstan,not only by qualitative analysis,the method of constructing gravity model,were investigated in Kazakhstan's export and import and export volume and GDP,per capita GDP and distance relations between the two countries.At the same time in the analysis of the influence of the establishment of the customs union of Kazakhstan,the establishment of the Lhasa model and the trade creation and trade transfer effect before and after the establishment of the Russian and Kazakh customs union.
