Study On Factors Influencing Farmers’ Willingness To Participate In The Fallow Program

It has been proved by international experience that timely fallow is a rational land utilization way also it is beneficial for profit maximization of whole nation and farmers. The implementation of land fallow system increases cultivated land reserves and land potential production as well. Besides, it is helpful for sustainable utilization of cultivated land resource. After timely fallow, cultivated land will obtain improvement, for instance, making some land participate into fallow policy is a way for naturally control quantity of insects, land fallow in summer is the best way for weed extirpation, long term land fallow could greatly improve region ecological environment, prevent pesticide pollution and keep water and soil conservation. Although the system hasn’t been carried out at home, some scholars have already put forward the idea.It deserves attention that farmer is the direct users of land. It is with practical significance for studying factors which influence their willing for participation of fallow. Based on field research among twenty villages subordinated of Guanyindang town and combined with descriptive statistical analysis and calculating analysis, we analyze those factors. Finally, we achieve relevant policy implications on the basis of major influence factors.Calculating analysis method is adopted in the research for getting the ten factors greatly influence their willing for participation of fallow, which are farmers’ gender, career type, non-peasant employment skills, agricultural labor force in family, annual net income at crop farming, significance understanding on land fallow, subsidies willing on each mu of land, soil fertility, agricultural acreage and topographic region of contracted field. Through the analysis, we can see that: firstly, we need to insist the principle of government guidance combined with farmer voluntary participation when setting up the land fallow system. Secondly, exploring farmers’ income channel is beneficial for successful implementation of system. Thirdly, strengthening propaganda on understanding of land fallow by department of agriculture is good for government carrying out system. Fourthly, formulating scientific fallow subsidies standard is helpful for guarantee their enthusiasm on participation. Fifthly, we must set up a nuanced land fallow system in our country.
