Cultivated land, the very significant land resource, plays an irreplaceable and fundamental role in the development of agriculture and economy. In that, how to protect the cultivated land has always been one of the heated problems concerned by the government and academia. Facing with the national reality of mass population with limited lands, our government has been stressing the protection of cultivated land by formulating the state policy ----"Cherish and utilize the land resources rationally while protecting the cultivated land well". Meanwhile, we build the most strict cultivated land protection system. Nonetheless, years of practice has proved that the situation of protecting cultivated lands isn't good. Neither has the maintenance of its amount achieved the expectation, nor has the quality and environment of the cultivated lands been improved. In addition, the flowing away of the cultivated lands hasn't been controlled yet thoroughly. One important reason which affect the effect of the system is that the initiative of farmers isn't obvious enough, what's worse, they even in a passive state. Farmers, the direct users of the cultivated lands, play a crucial part of protecting the land. Any mechanism which lacks or overlooks the initiative of farmers, therefore, would be an incomplete and low-efficient one.This paper focuses on the thorough and systematic illustration of farmers'participation of the cultivated land protecting by basing on China's condition, the reality of Chinese farmers, and the situation and tasks of protecting the cultivated lands, together with some feasible strategies. The research of the paper shows the elements that affect farmers'participation of cultivated land include farmers'own business behavior, the existing system of land ownership, local government's behavior and so on. On the analysis of that, the paper brings up it is necessary to arouse farmers'enthusiasm of protecting the lands by improving land ownership system, strengthening agricultural subsidies, removing institutional barriers and so on. The research result of this paper is useful reference to the relevant departments to mobilize the farmers'enthusiasm and promote their initiative and responsibility of cultivated land protection.
