Performance management is the core of the Agricultural Development Bank of China’s reformation in recent years. Efficient performance management system could help ADBC Huaihua branch to achieve its business objectives, stimulate the enthusiasm and creativity of the staff, promote the whole development and reformation of ADBC, and thereby ensure that it can accomplish the task of facilitating the development of agricultural and rural economy. But owing to a variety of reasons, the effect of current performance management system is not satisfactory.The performance management of ADBC Huaihua branch has such problems as: Performance indicators is too simple and ambiguous, and their evaluation criterions is not explicit; The methods of performance appraisal is inappropriate, and the appraisal angle is too unitary; managers exert little controls on the; The steps of performance objective setting, forming process of performance, and appraisal results feedback lack efficient communication; The application of appraisal result is not wide and deep enough. On the basis of summarizing the problems and analyzing the courses, my thesis refines and optimizes every link of current system, and improves it into a more perfect system. The content of my improvement plan concludes:Perfecting indicator system, and applying Key Performance Indicator theory; Improving appraisal methods, and employing’Behaviorally Anchored Rating Scale’; Strengthening performance communication; Expanding the application of appraisal result to performance improvement and employees’career development. My thesis establishes corresponding safeguard measures for the possible problems in the implementation process of the performance management improvement plan, including building a harmonious environment, launching whole-staff specialized trainings, organizing a specialized team, continuous supervision and timely revision, dynamic regulation along with the on-going reformation, and auxiliary mitigation measures, to guarantee a successful implementation.The improvement plan is scientific, practical, and innovative. But it still have some shortcomings, which need to be perfected in the future implementation process, in order to fit ADBC’s the actual situation. |
