Early in 2003,the strategy of "BD China" was put forward. And in the present critical period of building a well-off society, rural areas are key regions. As the economy grows, rural areas make effort to catch the pace of economic development. While improving life quality, rural people begin to have increasing demand for broadband.Broadband business still has plenty of room for development in rural areas, and the construction of network information has entered a phase of expanding from urban to rural areas.China Mobile, therefore,in this process, undertakes the important mission of introducing broadband to rural areas so as to assist rural economic development and promote the realization of national strategic goals. With the wide application of "Internet +",the current construction of urban networks in China has been continuously improved, which basically is able to satisfy people's growing demand for a better life. However, the rural broadband construction is still in its infancy.Focusing on rural broadband construction is not only an inevitable requirement for China's building a well-off society in an all-round way,but also a development strategy for communication operators, which will help mobile operators significantly enlarge their user scale and enhance their efficiency, thus forming a new profit growth point. The construction of mobile broadband networks in rural areas is a systematic project that would be affected by many factors. The main goal of the construction is to build an improving and perfect mobile network. And the constructing should not only be confined to economic benefits at small-scale.Instead,it must be comprehensively analyzed and evaluated from the perspective of building a whole large-scale network.Rural mobile users are scattered and small-scaled,so the network construction will need a large investment and unavoidably will experience a longer investment cycle. And thus,it will require more people to maintain the network.GY region is located in the north of Sichuan Province and is an important passage and fortress into Sichuan Province. Moreover,it is hometown of the three kingdoms in Cha Country in Chinese history. It is also an important part of the Sichuan-Shaanxi revolutionary base. However, the complex natural environment, complex terrain, and limited economic conditions of the GY region further exacerbate the difficulty of building rural mobile networks.Based on the practice of rural mobile network construction, this paper studies broadband construction in GY as a case.Through applying research approaches such as status survey, literature review, and mobile network system structure analysis as well as project evaluation,a comprehensively analysis is carried out to assess the feasibility of project site selection, construction scale, network layout, environmental impact and protection as well as social impact from the perspectives of economy, society, technology and environment. And then a PON network structure for rural mobile network construction has been proposed. This thesis then further develops a star rating standard for evaluating rural mobile network construction projects, and makes scientific assessments of service indicators such as coverage rate and average user access distance. This thesis insists to unify social economic benefits with sustainable development. It mainly focuses on long-term development of mobile broadband networks, and comprehensively considers the needs of mobile service in rural areas to ensure that network system enjoys a long and continuous life in the future. This research, therefore,is of great practical guiding significance to fully exploring the development ideas of rural network construction projects and promoting the construction of high-quality and efficient rural broadband.
