The Chinese government set up the certified metrology engineer regulations as one of the admission regulations for the measurement and inspection personnel,which is registered and managed by the administrative department of the government.The registration of certified metrology engineer is by the General Administration of Quality Supervision,Inspection and Quarantine of the People's Republic of China(AQSIQ)for the first level.The second level is by the provincial quality and technical supervision registration management.Beijing Municipal Administration of Quality and Technical Supervision Bureau is reponsable for the approval or given the authority for the second tier certified metrology engineer,and also for the reporting lines to AQSIQ.In addition to responsable for the municipal management personnel,Beijing Municipal Administration of Quality and Technical Supervision Bureau also has the responsibility for staffs of the ministries and commissions of the state to declare the reports.The management of the declaration is much more difficult.This text has conducted the research on the MVC framework,Struts framework,Tomcat server and XML,HTML,eclipse,CSS,JDBC technology.In addition,it shows the feasibility analysis of the information management system of the overall program,and produce a registration Metrology Division management information reporting system.Management information system for the certified metrology engineer is conducted with B / S architecture,through the Java language written software system,using the MySQL database management system,to help the users to realize download software package service.This system also could help the enterprises and institutions manage their staffs to implement the declaration.And then pass to the evaluation center to produce the certification.The Beijing Municipal Administration of Quality and Technical Supervision Bureau have to registrate and goes to public.Through the process of designing for this system,it facilitates the applicants to declare,to improve the work efficiency,to enhance the management level.Through the software engineering technology established registration certified metrology engineer of information management system,solve the registered measurement reporting and management problems of the Beijing Municipal Administration of Quality and Technical Supervision Bureau,to make study serve the practice purpose.
