Today, traditional business enterprises face sever competitive challenges.Stronger and more sophisticated customer demands, increasing competitive pressure,and the ever-changing market environment are forcing manufacturing companies to rethink the way they perform operations. Railroad business enterprise is one of the large and state-owned business enterprises, the ShenYang Railroad Bureau supports the passenger and freight transport of the part in Liaoning, Jilin, and Neimenggu Municipality. The area supported, passenger and freight flux of every year lies the top of all the railroad bureau. For this large business enterprise, the status of metrology directly makes a strong impact to the railroad transport. As one of three metrology branch in the ShenYang Railroad Bureau, Shenyang Metrology Branch supports metrology work in ShenYang, Changchun, Dalian Railroad Branch Bureau. Recently, with issuance of "The National Assess Criterion of Law Metrology"(JJF1033-2001), metrology work and management has larger requirement, and old work custom can't acclimatize oneself to the command of the new criterion. The issues mainly show: Operating Information slowly by manual work; Management not enough in the progress of metrology work; Work intension large. Shenyang Metrology Branch imminently hope to resolve the issues that today we faced, by cyber-measure, and form a good base for the development.Combined with railroad metrology requirement, this paper analyzes several following methods to develop MIS. System Development Life Cycle, Business System Planning, Prototyping Approach and Critical Success Factors. A new Mixed Prototyping Approach to develop this system is put forward after comparing these methods. At the same time, its process and characteristic are described. After system analysis and compine with the actuality of software system structure, the mixed 3-tier system structure is brought forward. After function analysis and logic partition, the mixed 3-tier system structure based on Windows DNA and COM+ is designed. Using DELPHI 8.0 and Oracle 9i, the agility and flexibility is materialized adequately.Now, this MIS system has run normally in Shenyang Metrology Branch, passed the appraisal by the Technology Committee of the ShenYang Railroad Bureau, and received the good society and economy benefit.
