This thesis tries to optimize the off-site punishment system for traffic violations, which is used by the traffic police team in Zhuhai bureau of public security. The thesis introduces the background and original state of the system, and further elaborates on the optimizations of the original system including the designs, the improvements, and the new key technologies. In long-term practices, some disadvantages in the original off-line punishment system for traffic violations are reported, such as unreasonable data storage and selection, slow system response, and outdated transmission medium(telephone networks). These disadvantages result in many problems, which bring out the inconvenience for policemen's work. The example includes the insufficient evidence for illegal behavior, the long waiting time for the processing of traffic violations, the tedious routines, and the impossibility of the handling traffic violations in other cities. The purpose of the thesis is to improve various inappropriate settings and procedures in the off-site punishment system for traffic violations.Based on the principle of more convenient operation for the primary-level policemen and the citizens, the performance of the entire system is enhanced by updating hardware and optimizing the system software and database. The new system helps the traffic police team in Zhuhai bureau of public security improve its traffic management ability.Through the proposed implementation, the performance of the new system is clearly upgraded, the routine for handling traffic violations is optimized, and the work flow for handling traffic violations is simplified. The front-line policemen and the citizens give positive feedbacks, when they come into contact with the new system.Additionally, the ideas and technologies in the new system will be potentially applied in other systems of our team.
