It has been 8 years since U.S.Embassy revealed China's “blowing” PM2.5 index,duiring which China's “Smog” problem has been brewing until it becomes a powderhose setting fire to various fields of Economy,politics and Diplomacy.Under such a background,it is of practical significance to study the dynamic agenda building process of China's multi-subjects that influenced the presentation of Foreign English Media.The innovative points of the thesis lie in two aspects: Firstly,in the dissemination process of the red alert event,no one subject is able to monopoly the information control right given to the sensibility and complexity of the issue,therefore multiple communication subjects arose.The paper has a fresh angle that it starts with the process of how China's multi-subjects have constructed related reports of the foreign media.Most previous scholars analyzed foreign news reports in a static manner,and no one has seen the reports as a dynamic course in a comprehensive and deep way;Secondly,there are seldom scholars analyzing such environmental issues from the standpoint of international communication background or on the level of national strategies.When it comes to the methodologies,Content analysis and case study are used to see how Chinese multi-subjects have influenced foreign reports on presenting the issue of “China's smog”,and the research time spans from the 15 th of December in 2016 that the notification was published to warn that smog alert would be issued to the 8th of January in 2017 that the alert was ended.As for the research framework,this thesis is divided into three chapters: The first chapter describes the agenda building process of China's officials,media and public in terms of red alert event;The second chapter focuses on how the foreign media is building the agenda of “China's smog” issue,which is illustrated by the distribution of themes of the relative reports,patterns of the distribution along the timeline,attitudes of the relative reports and attributions of the relative news;In the final chapter,the dynamic building process of how domestic multi-subjects is influencing the presentation of China's smog issue on foreign media is examined.Speaking of the conclusions,several highlights are listed below: Firstly,Foreign media has a more positive attitude towards “China's smog” issue,which can be contributed to the fact that China's officials release information in a more timely and transparent manner.Secondly,speaking of the attributions,rather than domestic mainstream media,the subject of China's citizen represented by buzzes on Sina weibo is the most common source quoted by those foreign media,however,the opinions selected from which are often featured by negative,countered and sarcastic.In addition,voices of non-governmental organizations are especially heard by the foreign media.What's more,officials are the second source highly quoted by foreign media,specifically in the beginning and the end of the crisis;When it comes to the themes,the foreign media is mostly interested in revealing problems such as the topic that China's government is inefficient in work,as well as institutional theme such as economic issues,but not interested that much in China's weather reports and dissemination of science as well as explaining issues.In the end,the paper proposes several measures on how China should scheme its international environmental communication strategies in the future from the perspectives of the subjects of China's government and media: Firstly,China's media should try to supervise the government to build its own green media,in a bid to occupy an unique story niche in related international agenda;Secondly,China's government should pay attention to the core concerns of the public,in order to better response and guide those issues in the crisis.In a word,if China wants to better relevant reports of foreign media,the starting points should start with multi-subjects domestically,which means establishing a green public opinion space,only in this way can we take over the power of agenda setting from the root and avoid distort reports of foreign media.
