The Research And Development Of Municipal Finance Application Support Platform

With the national economic giant,the scale of municipal financial revenue and expenditure grows day by day,at the same time,the amount of financial business information increases rapidly.For trying our best to do fiscal work in a new situation,the State Council approved the implementation of the Government Fiscal Management Information System(GFMIS)finance application support platform(FASP).By overall reforming information,the FASP system covers the whole processes of every financial fund income and expenditure,which has established the good information technology support for improving the level of financial business management,and has provided the auxiliary function for the government sector research and formulate the financial decisions.In this work,by taking the methods of system analysis and software engineering integrally,we will take a municipal GFMIS FASP for example.At first,we introduce the developing background,significance and application status of financial informatization.Then,we tease comprehensively the technique of the software system architecture,database,middleware and network security,which come down to the development of GFMIS FASP.Next,we analyze in detail the system requirements for all kinds of the financial business component and network security in municipal Government Resource Planning(GRP)platform.By the demand analysis,we pick up the business function of the financial project core components,such as general ledger system,the account fund operation management,budget target management,national treasury centralized payment and finance taxation treasury bank lateral combination.We also discuss the detailed design of the financial project,such as total frame,database and business components.Finally,we do not only introduce the GFMIS network and system-supported and insurances of security,but also show practical application of the GRP platform GFMIS core business component.According to the unified deployment of provincial financial department,a municipal finance bureau completed the development and deployment of the municipal GFMIS FASP successfully.They adhered to the service for the purpose of financial management and financial reform,supported by GFMIS network and security system,based on the large database technology,and followed the uniform service specification and technical standard.By the in-depth application of application support platform,we get through the business processes,such departmental budget,project library management,target management,target execute,national treasury centralized payment and government procurement.This project does not only promote the financial operation information sharing,but also improve the efficiency of the financial operation system exploit and safeguard,and the GFMIS could promote the finance management more and more scientific and refined.
