With the development and application of information technology in various fields of our country,now we focus on improving the level of education modernization and adapting the needs of the modernization of education under the guideline of "National Long-term Education Reform and Development Plan(2010-2020)".Today,the feedbacks of under-training teachers are,short of information technology capabilities,and their information technology application ability is not compact with their own teaching development,teachers in the training process are not aware of its technical defects,and less targeted training.Therefore,evaluation system of the teachers' development demands are needed to be done immediately,for better understanding the defects of their teaching abilities,and then can be targeted modified and to be better improved with evaluation.This paper,based on "Primary and Secondary School Teachers' Information Technology Application and Standard(Trial)",through the online ETL and offline web crawler technology to collect information,with the application of information technology,the ability of teachers development evaluation of basic information database,and then used the TOPSIS analysis,Kirkpatrick five-Level analysis and utility analysis of comprehensive analysis,to analysis the teachers' ability of information technology application,and construct a scientific and complete evaluation system of teachers' teaching ability,which can better evaluate the teachers' teaching abilities;and effectively avoid the error problem of simple artificial assessment.The technical application ability of primary and middle school teachers' information development evaluation platform designed under scientific evaluation platform and system,and establish the evaluation model of information technology application ability in primary and secondary schools,and helped to identify the teachers teaching weaknesses and defects,then designed targeted training courses to improve their teaching ability and evaluation system.
