The online approval is an important part of government informatization.Building online approval system can improve the efficiency of approval,strengthen government supervision,improve the satisfaction of citizens through information technology.The online approval system provides a new way of the approval for the government departments.Improve the management efficiency and promote the interconnection of information stream,implement resources sharing in the true sense,solve the problem of information island fundamentally by transferring the traditional manual mode to the online platform and making full use of the internet technology.According to the integrated and optimized approval workflows,to achieve online approval services,to make the government service management intelligent,to make the performance evaluation digital,to streamline the performance monitoring,to create multi-level collaborative e-government service system.First this paper investigates and diagnoses the current situation of e-government and approval business,generating the requirement research report and requirement analysis manual and establishing the research direction by in-depth analysis and research of the existing problems and business flows.After the requirements is clear,establish software model,generate the summary design report,determine the database design and interface design standards,generate the database design document.In the implementation phase of the system,implemented the service management subsystem,the business operation subsystem,the online submitting subsystem,the supervision and management subsystem and the system support platform on the base of the Loushang5 development framework based on J2 EE architecture.Finally,every subsystem has carried on the comprehensive testing and validation by using the performance test tool to simulate the user to perform the typical business,fixed problems to make the system meet the expected requirements.The system has reached the actual business requirements standards,implemented the visualization of business process,the customization of business forms and the docking of third-party peripherals such as evaluators.However,due to the influence of time and other objective factors,the system interface is slightly simple and does not fit the mobile end.
