Designing And Implementation Of A GIS-based Engineering Construction System For Administrative Enforcement Of Law

Administrative law enforcement has a high status in our country's law enforcement system It is also one of the basic work of the government.In recent years,Chinese e-government greatly improves the efficiency of government work,and optimizes its way of management and official business.However,the development of the administrative law enforcement is far behind the other e-government applications.The author directs the design and the implementation of the GIS(Geographic Information System)system,which is for the law enforcement business in project construction.According to the construction commission's actual needs of the administrative law enforcement,the GIS system is based on the study of administrative law enforcement of relevant laws and regulations.The GIS system uses the geographic information system,which meets construction commission's needs of geographic information.Based on.NET technology,the GIS system takes a B/S architecture.Some thoughts on the construction of the GIS system for the construction of law enforcement are given.The system contains a system setting module,a public information module,an administrative office module,a message management module,a workflow module,an organization management module,an authority management module and a statistical analysis module.System setting module contains personal settings,navigation tree settings and commonly used words settings.Public information module mainly includes project information,mail list,work plan,log management,the completion of the work module.Administrative office module implements the examination and approval administrative punishment work,complaint handling,summary of work plan and the crowd complaints,as well as the administrative punishment of financial processes.Information management module contains the mailbox,crowd complaints and message push function.Workflow module definition of various work process.Organization management module implements add,edit,delete,and search of organization.Authority management module manages user account,its role and authority.Statistical analysis module statistics the project chart and work plan.This system realizes the sharing of information resources within the law enforcement departments.Through the unified management of the administrative enforcement process,the system improves the efficiency of administrative law enforcement.It provides the work plan,the completion of work together with work records,which improve the work efficiency of and also facilitate committee leaders knows the progress of various work in time.This system has been on-line stably for more than a year and achieved its initial design goals.Based on the administrative law enforcement and related e-government system,the author analyzes the administrative law enforcement system,and gives some thoughts on the construction of the e-government system for the construction of law enforcement.
