Study On The Strategy Of Improving The Management Of Audio-visual Archives Under The Construction Of Tianjin Culture

Culture embodies the soft power of the country and the city.Since the sixteenth national party congress,the provinces and cities in China have paid more and more attention to the development of culture,and have put forward the strategy of "strong cultural province" and "strong cultural city".The eighteenth national party congress contains cultural construction into the "Five-In-One" overall strategy of national development,further enhancing the strategic position of cultural construction.Tianjin has been built for more than six hundred years,which is adjacent to the capital and built by the river.The special position makes Tianjin occupy an important position in the modern history of China and create a unique urban culture.The tenth Congress of Tianjin municipal Party committee clearly states that it is necessary to speed up cultural construction and build a strong cultural city.Archives,as the raw material for recording historical and social activities,are of precious value in the construction of a strong cultural city.The development of Tianjin city archives 13 th five-year plan states the archives work should talk about the Tianjin story and serve the cultural construction of Tianjin.Audio-visual archives,as a form of archives,are vivid,easy to copy and communicate and also have other characteristics,under the background of the strong cultural city,audio-visual archives in Tianjin should actively explore strategies to enhance the management level and meet the service requirements of city culture construction.By studying the related theory of Tianjin city culture and audio-visual archives management,this paper draws lessons from the practical experience of developed countries and advanced provinces and cities,summaries and analyzes the status quo of Tianjin audio-visual archives management and its practice in the construction of city culture,finds out three aspects of the problem including the imperfect resource system,the lag of digital protection work,and the low utilization development quality,and analyzes the causes of the problems.Then clearly definite under the strong cultural background of Tianjin,audio-visual archives work,as a kind of Tianjin culture,have the three functions of providing memory carrier,providing repair function,and providing material data.Take this as a goal,put forward the three management promotion strategies including making resource system perfect,establishing digital protection base,and establishing resource sharing platform,and put forward the concrete countermeasure strategies based on the above three.
