Design And Implementation Of An Independent Risk Management System For Local Taxation Bureau

Law is the basic element of modern taxation.Tax practice has proved that the cause of corruption is closely related to the tax revenue in the past twenty years.In the period of deepening reform,clean government and anti-corruption situation is more severe in our country.The application of independent risk control software is a useful exploration to enhance the ability of anti-corruption.It can efficiently reduce the difficulty of enforcement supervision and improve performance and discipline.This thesis studies the design and implementation of the independent risk management system for local tax department.According to the risk control and corruption prevention work ideas,the system can prevent and reduce corruption from the source.In the demand analysis stage,this thesis analyzes and describes the system requirements from both functional and non-functional aspects.According to learning the relevant discipline inspection and supervision,risk prevention related data collecting books and case analysis,we list the underlying risk points and summarize indicators to ensure the availability of the system.In functional demand analysis,we use UML technology to model the business of tax department performance management,including performance plan,process management,evaluation and analysis of performance.Non-functional requirements analysis consists of 2 parts: system performance and compatibility.In addition,the paper also gives the data modeling in the modeling process based on relational database paradigm third constraints on the modeling process,effectively avoid the redundant information in the database and data update data inconsistency,E-R graph model of the system is given.In the architecture design,risk management system of local tax bureau adopts the B/S architecture.In the process of system development,we use Spring MVC development framework in J2 EE development environment.In the design and implementation of the database,we use My SQL 5.7 as the background database.In detail the function of the design and implementation process,this paper puts forward a system function design,and then based on the program flow diagram and sequence diagram to describe the specific function of the system,the specific functions of the system include: risk warning,risk monitoring verification,processing and query statistics.In this paper,we design and implement the risk early warning function based on the index,and inform the development of quantifiable risk indicators,and regularly check the data of tax collection and management.In the part of system testing,we tests the functions of system based on the black box testing method in the 4 function modules testing.In addition,the pressure test software is used to test the whole system performance,and the method and results of the pressure test are given.Meanwhile,compatibility test is also given.The results of module test and nonfunctional test show that the performance management information system design and implementation of the tax department can meet the performance management of the tax department at the provincial level within the administrative area of business needs,achieved the design goal.
