Railway Construction in our country is in the period of rapid development,the rapid development of high-speed railway and heavy haul railway,laid a solid foundation for the future development of China's economy.Therefore,the construction of railway communication engineering has also been the concern of railway construction workers.As the key point of railway traffic safety and dispatching control,the responsibility of railway mobile communication is more and more big.Railway mobile communication engineering has the characteristics of high technical content,difficult to coordinate construction,high quality requirements of the project,complex internal organization,extensive external connection and so on.There are a lot of uncertainties in the construction process.In order to ensure the project can be completed on schedule,and can achieve the maximum benefit of society,economy and environment,thus strengthening the risk management of the construction process,to avoid the occurrence of risk has important practical significance in the process of construction.The main research object of this paper is the construction of the new LTE broadband mobile communication project,which is the first project of LTE broadband mobile communication applied in railway communication.There is no precedent for the construction of the project,and the research on the construction safety management of the railway LTE broadband mobile communication project is less and less.In this paper,combined with the practical problems encountered in the construction process and the experience of the railway communication engineering construction safety management,the paper studies the risk management of the new LTE broadband mobile communication project.After consulting a large number of literature on risk management of engineering construction,this paper analyzes the risks encountered in the construction of the new LTE broadband mobile communication project by using the theory of risk management.According to the general steps of risk management: risk identification,risk assessment and risk response.In the process of risk identification,the risk factors are identified by the method of flow chart and expert investigation,and then the risk evaluation index system is constructed according to the identified risk.In the process of risk assessment,considering the uncertainty and fuzziness of the project,a risk assessment model based on AHP and fuzzy comprehensive evaluation is put forward.Until the last stage of the risk response,risk identification and evaluation of the results and the Shuohuang railway construction project characteristics,according to each risk evaluation index system is established,put forward the corresponding risk management countermeasures.The main contributions of this paper are as follows: Taking the actual project as the research object,combined with the risk management theory,the risk assessment index system,the risk assessment results and the risk response measures are obtained.This paper has some guidance and reference significance for the future construction of railway LTE broadband mobile communication project.
