Study On The Management Of Audiovisual Archives Of Guangdong Province

Audiovisual archives are files of photos,recordings and videos with preservation value to not only the country but also the society.It is one of the archival formations written in the Archives Law of China.With rapid progress in the development of society and technology,governments and institutions of all levels as well as enterprises,when performing their functions,have created a large number of photos,videos,recordings and other audiovisual materials.However,these materials have not been preserved in audiovisual archives because of dysfunctional archive management system,and some valuable materials are at the risk of being destroyed and wiped out.Guangdong province has been taking a leading role in establishing an audiovisual archive mechanism by authorizing archiving departments to directly film and collect audiovisual files of major events.This move has not only significantly increased audiovisual materials,but also served as an important tool to promote Guangdong's economic and social development.Audiovisual archives management has become one of the light spots in Guangdong's archival work.While Guangdong is making significant achievements in this regard,it also faces a number of problems,such as imbalanced development of archival work in different areas,inadequate institutionalization and regulation in archival management,weak sense of public service while more focused on government purposes,incompetent basic work,etc.Therefore,it is of great necessity to make a summary and analysis of Guangdong's archival management,discuss the problems and give effective solutions.First of all,this dissertation discusses the concept of audiovisual archives,and defines the scope of audiovisual archives and management.Secondly,based on the discussion and definition in the first part,this dissertation introduces related theories of audiovisual archives management and relevant regulations in China,which serve as macro-policies guiding Guangdong's audiovisual archives management.Thirdly,this dissertation summarizes the history and development of Guangdong's audiovisual archives management,and explores the problems and causes through investigation and research.Then,this dissertation introduces the experience of audiovisual archives management from foreign countries and defines the part that Guangdong can adopt.Finally,by combining domestic and foreign experience and knowledge of the theory of life cycle of records,front-end control theory,new public service theory,administration law,organizational structure and human resources,this dissertation proposes solutions to the problems in the audiovisual archival management of Guangdong province,including establishing a soundregulation system,enhancing supervision and guidance,expanding audiovisual material resources,providing more support,improving public service,facilitating informationization and strengthening archival security.This dissertation is expected to provide insights and constructive proposals to improve Guangdong's audiovisual management.
