At present,although our country people's living standards have greatly improved.But the loss caused by natural disasters are very serious.For SMS way in the natural disaster warning,operators have collaborated with many natural disaster warning department.But in the SMS warning,it always involve many operators's systems.This no doubt greatly reduced the speed of natural disaster warning.Therefore,there is a warning system is necessary,which can quickly send SMS to users after a natural disaster warning instruction issued.The natural disaster warning system based on signal monitoring system,which is committed to build an accurate early warning and rapid platform.It collects users's terminal location information by operators of signaling system,and saves signaling data MDN number stored together which have the same Cell-ID.Natural disaster warning system according to the area and route for early warning,provides alarm business services to the emergency information release system through the opening interface of natural disaster warning system.First,in this paper,a research about natural disaster warning system at home and abroad has been completed.Then,a detailed introduction about the background konwledge has been done.And the system's function business and performance metric are determined by the analysis of system's requirements analysis.Second,preliminary design of the system to the overall structure of system has been put forward,and the key problems has been solved.And according to the overall design of the system,the implementation of each function module has been compelted.Finally,the system testing has been done,and all the test units have passed.So the test meets the requirement analysis's demands.
