With the rapid deployment of a wireless communications network, the location information which represents the inherent movement of the users in the mobile wireless communication network has aroused great interest. While the location service is being provided and the communication system is being deployed over the past10years, the studies in the communication direction and location direction have evolved to integrate into a whole. For example, the current Third Generation Partnership Project (3rd Generation Partner Project,3GPP) and UWB (Ultra Wideband, UWB), which includes the communication standard on the positioning mechanism. Integration of these functions will be spawning new services, which we call location information services. The location information service is one of the currently popular value-added data services, one of most attractive wireless data services acknowledged by industry. In a variety of positioning technologies, Cell-ID positioning or Cell-ID location occupies an extremely important position for its cheap, easy to use, and being not limited by mobile terminal geographically.This paper design and implementation an Cell-ID location system based on signal monitoring after the studies of Cell-ID location technologies. The system not only provides single location, batch location and continuous location and other service functions which existing Cell-ID location systems have, but also abandons the Cell-ID location technology based on the core network real-time query. First, the signal monitoring system collects a variety of signals contain Cell-IDs in real time from the core network and transforms the signal stream to Cell-ID location system based on signal monitoring. Then the Cell-ID location system directly extracts Cell-ID from these signals, and obtains users’current position finally according to Cell-IDs to provide location-based services for third-party applications. This Cell-ID location technology avoids the interaction between the Cell-ID location service and the core network, so as to solve the possible signal blockage, signaling storms and other problems on the existing Cell-ID location technology.This paper, starting from a variety of location technology, introduces the main contents of these location technologies, advantages and disadvantages as well as the scope, and analyzes the importance of Cell-ID location technology and the specific technical details. After that, the paper discusses the specific service functions which the Cell-ID location system needs to provide in the location service, and defines the scope of functions of the system through needs analysis. The paper focuses on describing the design model of the Cell-ID location system based on signal monitoring and the realization of service processes, which emphasizes the operational processes and system behaviors under different location scenarios and different location methods. Finally, the testing and deployment of the practical application of the system is introduced, the work of program practice during the graduate is summed up, and the development of Cell-ID location technology is prospected.
