Application Research Of Project Risk Management For E-government In Clouding Computing Environment

The adoption of cloud computing technology in e-government is an important development trend of the current e-government strategy. Based on the facts of construction of e-government projects in the past, the budget is high, the implementation cycle is long, the technical proportion is large and there are many interference factors. As a consequence, these facts increase the project uncertainty and as a systematic project, its complexity and challenge as well as the extensive and long-term impact on the government. Therefore, when adopting the cloud computing technology in the e-government projects, the enhancement of project risk management is crucial. Based on the analysis of the characteristics of e-government system and cloud computing technology, this paper summarizes the key problems in the construction of e-government projects. By reviewing the relevant project risk management findings both domestic and abroad, and combining self experience in the relevant projects, the author surpasses the way to discuss risk reduction as a single problem, but emphasizes the rigorous, authoritative and consistent characteristics of the government system, by considering the forward-looking and comprehensive features of e-government development, introduces the risk management approach to include all participants like users, contractors, developers and supervisors in the project cycle for an e-government project, designs a risk management framework for the project. The paper establishes the method to identify,analyze and control risk through project management, proposes a risk management scheme for e-government projects under a cloud computing environment from the prospective of improving the government project management quality, develops a risk management strategy. And finally the proposed approach has been applied to a real project case.This paper mainly analyzes the feasibility and rationality of the proposed risk management plan by using the case of the E-government cloud platform construction project in the D city. And finally the paper evaluates the effectiveness of the risk management plan for the e-government project,and give advices for the future construction of e-government projects in clouding computing environment.
