Industrial transformation and upgrade must rely on scientific and technological progress,high-quality personnel and management innovation,among which the personnel is the most important and the cornerstone of other factors.In the new era,the personnel management should follow the guideline of scientific thought of development.Specifically,we should implement the strategy of international talent and talent rooting;improve the talent service mechanism,continue personnel development system,provide high-quality personnel and intellectual resources to promote industrial restructuring and upgrade.Therefore,human resources information management should abandon the traditional way which relies on cumbersome paper-based document management and services.Conversely,we should recruit,manage,foster,and serve talents based on diversified,humane,convenient services.Meanwhile the talent management work independent of the heavy work of the paper documents also contribute to environmental conservation,improve work efficiency and service quality.This paper mainly discusses the demand analysis,system design and implementation of the Personnel Information Management System(PIMS)of Kunshan High-tech Zone,and the system test.Firstly,the demand information of PIMS is got,and then the demand is analyzed.The six specific functions that the system needs to be realized are determined,and the user's demand and authority of the system are analyzed.Five different users are defined.On the basis of demand analysis,this paper designs the PIMS from four aspects: functional structure,role design,architecture and network topology.On the basis of this,the B/S(browser/server)architecture is used to design the hierarchical design of the system,and the three-tier system structure of the data layer-service layer-service layer is established,and the five major functional modules,such as the talent management,the enterprise management,the project management,the functional services,and the statistical analysis is specifically designed and implemented.Finally,according to the needs of the PIMS,the functional functions of the whole system are tested,and the non-functional requirements of the system are tested from the aspects of system ease of use,security,performance and so on.In the end,this paper realizes the PIMS of Kunshan High-tech Zone,which can realize the public information release,personnel information maintenance and management,talent project management,talent information query,talent information statistics and analysis through the cooperation of specific function modules,enterprise information management,talent and business docking,talent planning audit and release,system management and help and other specific functions,can guarantee the ease of use of the system and data security.Based on the system established in this paper,it can realize the dynamic and comprehensive management of high-level talents in Kunshan High-tech Zone,facilitate the docking of talents and enterprises,improve the efficiency of government work and make the personnel service more targeted and timeliness.Personnel Information Management System can fulfill the requirement of the personnel information management of High and New Technology Industrial Development Zone in Kunshan,and optimize the personnel policy based on infomationization.Based on the practical data,the government can make decisions reasonable,and individuals businesses and government can interact immediately and effectively.
