Research On The Construction Of Comprehensive Service Management Platform Of Guangxi Public Libraries

On the basis of literature review about public digital culture and platform of public(libraries) digital culture, this paper tries to analyze and compare the application of some mature and similar cases of such platforms, thus comes up with creative and practicable suggestions for the construction of comprehensive service management platform of Guangxi public libraries.The author will investigate the status quo of digital construction of Guangxi public libraries, analyze the position of Guangxi among other public libraries in China,especially compare with public libraries in western provinces horizontally. It is found that, inadequate capital and infrastructure, small amount of digital resources,inequality of facilities and resources are the prominent problems. In order to prove the necessity and urgency of such platform construction, the paper found that there are 3 deep roots in restricting the sustainable development of digital construction of Guangxi public libraries. First, low utilization and increasing difficulty in facility management in Guangxi public libraries, especially county and district public libraries, under the situation of inadequate capital and infrastructure. Secondly, because of limit purchase ability, there exists the phenomenon of serious repeat purchase. Thirdly, the gap of service effect of public digital culture in different counties and districts is huge. Thus the overall service in Guangxi needs to be improved.In order to solve problems above, fulfill the professional need of public libraries for developing digital construction and the need of grass-roots for intellectual push service, maximize the financial utilization, this paper comes up with suggestions in constructing comprehensive service platform covering Guangxi public libraries (referred to as "Guangxi platform"). First, the author will discuss how to construct and perfect the mechanism of Guangxi platform , including the "government + public libraries +market" manage mode. Under the principles of cooperation, participation units,regardless of size, could join this platform according to there own needs. Thus the sustainability and practicability of construction of Guangxi platform is ensured. Secondly, so as to ensure scientific construction, there is also analysis in"1+6+5" mode of Guangxi platform, including 1 platform, 6 systems, 5 service modes. Thirdly, this paper will discuss how to realize the function of Guangxi platform. By means of metadata harvesting technology and vertical search engine technology, the digital resource guarantee system of Guangxi public libraries is composed of structured and unstructured digital resources. By means of virtualization and cloud computing technology, the network hardware platform could be shared,especially the problem that the county and district public libraries is lack of hardware facilities, technical personnel and other issues could be solved as well. By means of intelligent push system and data mining tools, intelligent one-stop all-media digital culture push service would be provided to meet the needs of different services, to enhance the overall digital service level of Guangxi public libraries. By means of big data processing technology, digital services could be visualized, which would be the information support for decision-making at all levels of public libraries. At last, the research will set outlook about how to expand the scope of Guangxi platform and its service objects. It plans to include the service station and digital culture of towns and villages, after completing personnel training and facilities construction. Overall the whole service efficiency of Guangxi platform will be improved.
